The Bully Guard is a mean, tough tyrant who likes to intimidate and browbeat the prisoners in The Boiling Rock.
The Bully Guard lives alone and is not much of a ladies' man. He does not have any real friends and no one to talk to. As a result, he likes to take out his personal frustrations by picking on the prisoners the only people he can have some control and power over, such as Chit Sang. It is likely that underneath that tough, intimidating exterior, he really is just a sad, lonely little man.
He is first seen picking on Chit Sang and then instigating him to Firebend, which is prohibited in the prison.
During Zuko and Sokka's stay at the prison, they attempted to escape with Sokka's friend Suki along with some other prisoners by using one of the prison coolers as a boat. Chit Sang was among the prisoners. When they were captured during the escape, Chit Sang was interrogated on who masterminded the plan. Chit Sang confessed that a guard was involved, but instead of implicating Sokka, he accused the Bully Guard of being the mastermind, which the latter vehemently denied. The Warden demanded answers, but the Guard knew nothing of the plot. When Princess Azula interrupted the interrogation, she immediately knew that the Guard wasn't the mastermind, for the simple reason that she was a "people person".
It is likely that the Bully Guard resumed his duties after the incident.
